簡(jiǎn)介:城市群被確定為“兩型社會(huì)”改革試驗(yàn)區(qū)后,該地區(qū)按照“兩型社會(huì)”建設(shè)要求,從形成有利于資源節(jié)約和環(huán)境保護(hù)的機(jī)制角度出發(fā),全面推進(jìn)各個(gè)領(lǐng)域的配套改革工作。抓住“兩型社會(huì)”建設(shè)機(jī)遇,實(shí)現(xiàn)長(zhǎng)株潭地區(qū)高等教育資源整合與共享對(duì)高校貫徹落實(shí)科學(xué)發(fā)展觀,解決高等教育需求旺盛和高等教育資源有限之間的矛盾,優(yōu)化教育資源配置,提高高等教育辦學(xué)效率和高等教育發(fā)展的整體水平都有十分積極的意義。近年來(lái),長(zhǎng)株潭地區(qū)高等教育得到較好的發(fā)展,高等教育規(guī)模大、資源集中,初步具備了教育資源整合與共享的基礎(chǔ)。本文通過(guò)分析長(zhǎng)株潭地區(qū)高等教育資源分布現(xiàn)狀,找出該地高等教育資源存在的優(yōu)勢(shì)和劣勢(shì),認(rèn)為長(zhǎng)株潭地區(qū)高等教育資源整合與共享勢(shì)在必行。從教育資源整合與共享的制度、內(nèi)容和途徑幾個(gè)視角分析現(xiàn)今長(zhǎng)株潭地區(qū)高等教育資源整合與共享現(xiàn)狀,發(fā)現(xiàn)該地區(qū)高等教育資源整合與共享存在范圍窄、缺乏權(quán)威長(zhǎng)效的制度保障等問(wèn)題,進(jìn)一步歸納出造成該地區(qū)資源整合與共享困難的主要原因是空間技術(shù)障礙、整合共享意識(shí)欠缺、利益不對(duì)等和學(xué)校文化上的差異。為全面促進(jìn)長(zhǎng)株潭地區(qū)高等教育資源可持續(xù)發(fā)展,長(zhǎng)株潭地區(qū)高等教育必須在合理布局的基礎(chǔ)上發(fā)揮各自特色,形成協(xié)調(diào)一致的、優(yōu)勢(shì)互補(bǔ)的發(fā)展格局。建立權(quán)威性的區(qū)域高等教育資源協(xié)調(diào)機(jī)構(gòu),即長(zhǎng)株潭地區(qū)高等教育資源協(xié)調(diào)工作委員會(huì),指導(dǎo)長(zhǎng)株潭地區(qū)高等教育資源合作共建工作,在充分挖掘普通本科高校教育資源潛力的同時(shí),將民辦高等教育和職業(yè)高等教育納入長(zhǎng)株潭高等教育資源整合與共享體系,構(gòu)建一個(gè)多層次、寬范圍的長(zhǎng)株潭高等教育資源整合與共享平臺(tái)。
