    • 簡(jiǎn)介:遼寧師范大學(xué)碩士學(xué)位論文依法推進(jìn)我國(guó)高等教育事業(yè)的改革和發(fā)展姓名梁旭光申請(qǐng)學(xué)位級(jí)別碩士專業(yè)科學(xué)社會(huì)主義與國(guó)際共產(chǎn)主義運(yùn)動(dòng)指導(dǎo)教師呂鳳英20000827依法推進(jìn)我國(guó)高等教育事業(yè)的改革和發(fā)展國(guó)家管理教育的重要手段。綜觀世界科學(xué)、技術(shù)、經(jīng)濟(jì)、社會(huì)的發(fā)展,21世紀(jì)是一個(gè)更加注重改革的時(shí)代,只有改革才能進(jìn)步,只有改革才能創(chuàng)新,只有改革才能更快地發(fā)展。世界科學(xué)技術(shù)在不斷發(fā)展,經(jīng)濟(jì)、社會(huì)在不斷進(jìn)步,高等教育要適應(yīng)和促進(jìn)科學(xué)技術(shù)和經(jīng)濟(jì)、社會(huì)的發(fā)展,必須進(jìn)行改革。對(duì)高等教育來說,改革是永恒的,不改革就會(huì)停滯,甚至倒退。高等教育要主動(dòng)走進(jìn)社會(huì)在結(jié)構(gòu)體系、人才培養(yǎng)模式、教學(xué)內(nèi)容、方法和教育思想觀念等方面都要進(jìn)行改革。我們要充分認(rèn)識(shí)到2L世紀(jì)我國(guó)高等教育事業(yè)的改革與發(fā)展任重而道遠(yuǎn),蕕們必須將21世紀(jì)的中國(guó)高等教育辦出特色,形成中國(guó)特色,走出中國(guó)的路子,以適應(yīng)和促進(jìn)我國(guó)經(jīng)濟(jì)在2L世紀(jì)的騰飛。這不僅具有重大的現(xiàn)實(shí)意義,而且具有深遠(yuǎn)的歷史意義。一、深化高等教育改革的必要性一我國(guó)高等教育的現(xiàn)狀L、南等教育的內(nèi)涵高等教育,英文為HIGHEREDUCATION。在不同的國(guó)家有著不同的解釋。歐洲許多國(guó)家只把中學(xué)畢業(yè)后升入正規(guī)大學(xué)的教育稱為高等教育。它不包括中學(xué)畢業(yè)后所受的多種形式的教育和訓(xùn)練。而在我國(guó)、美國(guó)和日本等國(guó)則把受完全中等教育之后所進(jìn)行的各種層次、各種形式的專業(yè)教育都稱為高等教育。I11962年聯(lián)合國(guó)教科文組織在非洲召開由44個(gè)國(guó)家參加的商教會(huì)議,會(huì)上對(duì)高等教育作如下的解釋高等教育是指大學(xué)、文學(xué)院、理工學(xué)院和師范學(xué)院等機(jī)構(gòu)所提供各類型的教育而言,其基本入學(xué)條件為18歲,學(xué)完課程后授予學(xué)位、文憑和證明。但各國(guó)對(duì)各級(jí)教育機(jī)構(gòu)的命名不~,教育體制各不相同,這個(gè)解釋必然不夠全面。2一般認(rèn)為,中國(guó)大百科全書中對(duì)“高等教育”的解釋較為確切,即建立在中等教育基礎(chǔ)之上的各種專業(yè)教育,程度上般分為??啤⒈究坪脱芯可?,教學(xué)組織和形式有全日制自Q和業(yè)余的,面授的和非面授的,學(xué)校形式的和非學(xué)校形式的等等。高等教育一般擔(dān)負(fù)著培養(yǎng)各種專門人才和的雙重任務(wù)。按各國(guó)的傳統(tǒng)習(xí)慣,實(shí)施高等教育的機(jī)構(gòu)通常是大學(xué)、學(xué)院和??拼髮W(xué)。大學(xué)一般分文、理、法、教育、農(nóng)、工、高、醫(yī)等學(xué)院。13中華人民共和國(guó)高等教育法中定義我國(guó)實(shí)施的高等教育為在完成高級(jí)中等教育基礎(chǔ)上實(shí)施的教育。娜2、袁田高等教育的現(xiàn)狀新中國(guó)建國(guó)50年。特別是改革開放以來,我國(guó)商等教育的發(fā)展取得了舉世矚目的成就。最近20年普通高校本??圃谛I?guī)模從1977年的625萬人增加到1998年的341萬人,1999年已達(dá)到408萬人,平均年遞增89%;成人高等教育從無到有,在校生截至1998年就已達(dá)到282萬人1983年創(chuàng)立的國(guó)家高等教育自學(xué)考試制度也已成為我國(guó)高等教育的重要組成部分。20年來,高等教育共為社會(huì)培養(yǎng)輸送了??埔陨袭厴I(yè)生1971萬人???為了培養(yǎng)適應(yīng)未來的高層次人才,我國(guó)高等教育1978年恢復(fù)了研究生招生,1980年全國(guó)人大常委會(huì)審議通過了中華人民共和國(guó)學(xué)位條例,1981年國(guó)務(wù)院批準(zhǔn)了中華人民共和國(guó)學(xué)位條例暫行實(shí)施辦法。研究生招生人數(shù)迅速擴(kuò)大,到1998年在校研究生已達(dá)20萬人,約為1949年的300倍,甚至是1949年全國(guó)在校本科生的2倍。20年來共培養(yǎng)博士生36萬人,碩士生3946萬人。還在重點(diǎn)大學(xué)設(shè)立了博士后流動(dòng)2一

    • 簡(jiǎn)介:華中師范大學(xué)碩士學(xué)位論文試論中國(guó)高等教育評(píng)估中介組織的創(chuàng)新姓名歐金榮申請(qǐng)學(xué)位級(jí)別碩士專業(yè)教育經(jīng)濟(jì)與管理指導(dǎo)教師陳彬200351析。通過比較,作者認(rèn)為高等教育評(píng)估中介機(jī)構(gòu)的類型需要多樣化,以形成公平競(jìng)爭(zhēng)、取長(zhǎng)補(bǔ)短、各領(lǐng)風(fēng)騷的良好局面,從而提高評(píng)估的效率和工作質(zhì)量。最后為結(jié)論部分,在總結(jié)全文的基礎(chǔ)上得出了以下初步結(jié)論高等教育評(píng)估中介組織的興起和發(fā)展,是對(duì)我國(guó)經(jīng)濟(jì)市場(chǎng)化、政府分權(quán)化和高校主體化過程中為預(yù)防政府失靈、高校失靈和市場(chǎng)失靈問題做出的重大舉措,是在政府一高校和高校一市場(chǎng)二元關(guān)系基礎(chǔ)上的重大組織創(chuàng)新和制度創(chuàng)新。我國(guó)高等教育評(píng)估中介組織的創(chuàng)新關(guān)鍵在于制度創(chuàng)新。也就是建立適合我國(guó)國(guó)情的高等教育評(píng)估中介組織體系,確保多種類型的評(píng)估中介組織公平競(jìng)爭(zhēng)。在一定時(shí)期內(nèi),政府主導(dǎo)型的和民間獨(dú)立型的高等教育評(píng)估中介組織都有各自的生存理由和發(fā)展空間。政府需要從“劃槳者”的角色向“掌舵者”的角色轉(zhuǎn)化,加強(qiáng)對(duì)高等教育評(píng)估中介組織的外部治理,為高等教育評(píng)估中介組織的創(chuàng)新提供一個(gè)思想開放、體制健全、法制完備的良好環(huán)境。高等教育評(píng)估中介組織自身則需要苦練內(nèi)功,提高素質(zhì)和評(píng)估工作質(zhì)量,同時(shí)避免行政化、官僚化。只有這樣,才能提高自身的權(quán)威性,獲得政府、高等學(xué)校和社會(huì)的更多理解和認(rèn)可。關(guān)鍵詞高等教育評(píng)估中介組織創(chuàng)新

    • 簡(jiǎn)介:遼寧師范大學(xué)碩士學(xué)位論文日本大學(xué)評(píng)估制度研究及對(duì)我國(guó)高等教育評(píng)估的啟示姓名蘇君業(yè)申請(qǐng)學(xué)位級(jí)別碩士專業(yè)課程與教學(xué)論指導(dǎo)教師楊民20020415日本大學(xué)評(píng)估制度研究及對(duì)我國(guó)高等教育評(píng)估的啟示一、相關(guān)概念的界定前言一高等教育20世紀(jì)末,知識(shí)經(jīng)濟(jì)給高等教育帶來了機(jī)遇和挑戰(zhàn),許多國(guó)家紛紛提出科教興國(guó)的戰(zhàn)略決策,新的高等教育的理念也逐漸形成,即現(xiàn)代高等教育應(yīng)該是教學(xué)和科研并舉、人才和研究成果輩出的中心;是實(shí)施終身教育的中轉(zhuǎn)站;是實(shí)現(xiàn)知識(shí)經(jīng)濟(jì)全球化和國(guó)際化的窗口;是將高層次的知識(shí)和技能有機(jī)結(jié)合.增強(qiáng)為社會(huì)服務(wù)能力的搖籃。由于高等教育的內(nèi)涵不斷充實(shí),其功能類型及在社會(huì)發(fā)展中的作用也不斷發(fā)生著日新月異的變化。二高等教育評(píng)估高等教育評(píng)估是以高等教育為對(duì)象,根據(jù)教育目標(biāo),利用一切可行的技術(shù)與手段,系統(tǒng)地收集信息,對(duì)教育效果給予價(jià)值上的判斷,并為以后教育質(zhì)量的提高提供依據(jù)的過程。其本質(zhì)特征是“價(jià)值判斷”,由于價(jià)值取向不同會(huì)導(dǎo)致評(píng)估結(jié)果的不同。高等教育評(píng)估作為現(xiàn)代化教育管理的一種手段,有利于國(guó)家加強(qiáng)和改善對(duì)高等教育的宏觀指導(dǎo)與調(diào)控,有利于大學(xué)進(jìn)行自我調(diào)節(jié)和完善。用新的高等教育觀對(duì)大學(xué)的綜合實(shí)力和辦學(xué)效果進(jìn)行科學(xué)的評(píng)估將成為推動(dòng)高等教育發(fā)展的一個(gè)新的出發(fā)點(diǎn)。三大學(xué)自我評(píng)估大學(xué)自我評(píng)估是大學(xué)結(jié)合自身特點(diǎn),依照一定評(píng)估基準(zhǔn),對(duì)本大學(xué)教學(xué)、科研及管理水平進(jìn)行自我檢查、評(píng)估,以達(dá)到實(shí)現(xiàn)本大學(xué)的教育目的,完成其社會(huì)使命,并通過改革不斷進(jìn)行自我完善的一項(xiàng)系統(tǒng)工程。它包括對(duì)教育理念、目標(biāo);教育活動(dòng)招生、課程設(shè)置、教學(xué)、評(píng)定成績(jī)和認(rèn)定學(xué)分、安排學(xué)生生活、畢業(yè)生就業(yè);研究活動(dòng);教師組織;設(shè)施設(shè)備國(guó)際交流;與社會(huì)的聯(lián)系;管理經(jīng)營(yíng)與財(cái)政;自我評(píng)估機(jī)制等~系列具體項(xiàng)目進(jìn)行評(píng)估。人學(xué)自我評(píng)估是高等教育評(píng)估的主體,是實(shí)現(xiàn)外部評(píng)估的前提。四大學(xué)評(píng)估機(jī)構(gòu)大學(xué)評(píng)估機(jī)構(gòu)是為了實(shí)現(xiàn)大學(xué)的自我完善和社會(huì)監(jiān)督,由政府設(shè)置的、由專家學(xué)者及社會(huì)有關(guān)人士組成的對(duì)大學(xué)的辦學(xué)能力及教育質(zhì)量進(jìn)行綜合價(jià)值判斷的、各大學(xué)可共同利用的第三者評(píng)估機(jī)構(gòu)。它接受政府的資格認(rèn)定、宏觀管理和監(jiān)督檢查,是在國(guó)家宏觀調(diào)控下開展工作的,但同時(shí)它又是具有高度獨(dú)立性、權(quán)威性的學(xué)術(shù)機(jī)構(gòu)。大學(xué)評(píng)估機(jī)構(gòu)獨(dú)立開展工作,能使評(píng)估與政府行為分開,盡可能地避免政府行政干預(yù),最大限度地保證評(píng)估的科學(xué)性、公平性和合理性,從而有利于評(píng)估工作的順利發(fā)展。日本的“大學(xué)評(píng)估機(jī)構(gòu)”是依法設(shè)置的一個(gè)介于政府與大學(xué)之間的,具有獨(dú)立法人地位的第三者評(píng)估機(jī)構(gòu)。筆者認(rèn)為雖然機(jī)構(gòu)是政府設(shè)置的,經(jīng)費(fèi)也來自政府的財(cái)政撥款,但它又不同于一般的政府機(jī)構(gòu).它具有獨(dú)立法人地位,同

    • 簡(jiǎn)介:河北師范大學(xué)碩士學(xué)位論文河北省高等院校體育教育專業(yè)人才社會(huì)需求現(xiàn)狀分析及對(duì)策研究姓名楊學(xué)勤申請(qǐng)學(xué)位級(jí)別碩士專業(yè)體育教育訓(xùn)練學(xué)指導(dǎo)教師劉志紅20030901河JB省商笠隘拉佳直教直立業(yè)厶左社會(huì)盈蘊(yùn)現(xiàn)撻盆圭匠廈牡簏殛宜.揚(yáng)堂勤養(yǎng)方向,改變培養(yǎng)目標(biāo)單一化的格局,調(diào)控培養(yǎng)規(guī)模,合理布局,辦出特色,熏新界定人才培養(yǎng)模式,培養(yǎng)智能型、復(fù)合型體育人才。所以,我省高等院校體育教育專業(yè)必須走以質(zhì)量求生存的道路,實(shí)現(xiàn)由數(shù)量擴(kuò)張型向質(zhì)量提升型的轉(zhuǎn)變。使培養(yǎng)的畢業(yè)生符合各級(jí)各類學(xué)校對(duì)體育師資的要求,增強(qiáng)競(jìng)爭(zhēng)驢一,增加就業(yè)機(jī)會(huì)。本文對(duì)河北省全部12所高等院校本??企w育教育專業(yè)、全部63所普通高校公體部及河北省12個(gè)地市的體衛(wèi)處進(jìn)行了詳盡的問卷調(diào)查,并向有豐富經(jīng)驗(yàn)的專家、教授進(jìn)行了咨詢和專家問卷調(diào)查。查閱了10年來國(guó)家教委、原國(guó)家體委、省教委頒布的關(guān)于教育改革、教育規(guī)劃、場(chǎng)館設(shè)施、體育教材、全民健身計(jì)劃綱要等方面的有關(guān)文件和規(guī)定以及目前河北省全部12所高等院校本??企w育教育專業(yè)的教學(xué)大綱。參閱了近LO年的體育類核心期刊、各大體育院校學(xué)報(bào)中關(guān)于普通高校本、??企w育教育專業(yè)發(fā)展方向及改革的文章60余篇,為本課題的研究提供了充足的參考依據(jù)。本文運(yùn)用文獻(xiàn)資料研究法、調(diào)查法、數(shù)理統(tǒng)計(jì)法。通過對(duì)我省高等院校體育教育專業(yè)人才社會(huì)需求狀況及各層次體育教育專業(yè)的調(diào)查與分析研究后,分別從培養(yǎng)目標(biāo)和規(guī)格、課程設(shè)置、師資隊(duì)伍建設(shè)、教學(xué)條件、培養(yǎng)規(guī)模這五個(gè)方面優(yōu)化構(gòu)建出了改革和發(fā)展的框架并提出了發(fā)展對(duì)策。此對(duì)策及下設(shè)的三級(jí)指標(biāo)的內(nèi)容,均得到專家認(rèn)可,具有可行性。提出了要適應(yīng)社會(huì)新的人才需求狀況,對(duì)我省高等院校體育教育專業(yè)進(jìn)行改革,必須首先確定新的人才培養(yǎng)目標(biāo)、規(guī)格;然后要優(yōu)化課程體系、調(diào)整和完善課程設(shè)置,因?yàn)橹t程是實(shí)現(xiàn)教育目的和培養(yǎng)目標(biāo)的最主要途徑,是學(xué)校組織教育教學(xué)活動(dòng)的最主要依據(jù),課程設(shè)置直接制約著人才培養(yǎng)的目標(biāo)和規(guī)格;其次是要進(jìn)一步加強(qiáng)師資隊(duì)伍建設(shè)、改善教學(xué)條件,這是優(yōu)化課程體系完善課程設(shè)置得以實(shí)現(xiàn)的根本保證,進(jìn)而實(shí)現(xiàn)新的培養(yǎng)目標(biāo)和規(guī)格;再次要根據(jù)社會(huì)需求狀況及我省高等院校各層次體育教育專業(yè)的實(shí)際情況,控制和發(fā)展各個(gè)學(xué)歷層次的培養(yǎng)規(guī)模,大力發(fā)展研究生教育,本科招生應(yīng)穩(wěn)中有降,??普猩鷳?yīng)適當(dāng)減少招生規(guī)模,并逐步向小學(xué)、幼兒、殘疾人體育教育過渡。使我省高等院校體育教育專業(yè)的發(fā)展,跟上時(shí)代的步伐,為我省體育事業(yè)的發(fā)展做出應(yīng)有的貢獻(xiàn)。關(guān)鍵詞河北省高等院校體育教育專業(yè)人才社會(huì)需求現(xiàn)狀分析對(duì)策研究2
