簡介:摘要20世紀90年代以來,信息科學(xué)技術(shù)獲得飛速發(fā)展,這種史無前例的技術(shù)革命不僅為各種嶄新教育形態(tài)的出現(xiàn)提供了技術(shù)保證和物質(zhì)載體,也促使人們以一種新的視角來審視教育。教育與信息技術(shù)的高度融合,正成為世界各國教育發(fā)展的新趨勢,這將孕育出嶄新的經(jīng)濟增長模式和教育形態(tài),不斷推進經(jīng)濟和教育自身的跨越式發(fā)展?,F(xiàn)代信息技術(shù)為當代高等教育價值和功能賦予了更多的涵義和更高的要求,高等教育理念理所當然地成為改革的前沿,在這樣一種宏觀背景下,我國高等教育改革與發(fā)展必須加大力度,以應(yīng)對信息時代的挑戰(zhàn),確立信息時代中高等教育的發(fā)展走向。本論文通過對現(xiàn)代信息技術(shù)和當代高等教育的系統(tǒng)整合思考,通過建立基于現(xiàn)代信息技術(shù)的高等教育理念和發(fā)展趨勢的同構(gòu)模型,借助系統(tǒng)科學(xué)規(guī)點、多學(xué)科交叉配合、比較分析等研究方法,利用教育系統(tǒng)工程、計算機科學(xué)、信息學(xué)、可拓學(xué)和現(xiàn)代經(jīng)濟學(xué)等最新研究成果,提出了信息時代高等教育的資源信息化、對象個性化、模式多樣化、機會公平化、體系終身化、功能社會化的發(fā)展走向,把它作為實現(xiàn)信息時代高等教育全面創(chuàng)新的向?qū)А.敶叩冉逃淖兏锸且袁F(xiàn)代信息技術(shù)為平臺的,現(xiàn)代信息技術(shù)在教育中的作用從一種輔助地位提升到一種基礎(chǔ)地位,使我們跳出慣性的思維模式來思考和規(guī)劃高等教育的改革。作者的創(chuàng)新之處在于,從現(xiàn)代信息技術(shù)與高等教育的辯證關(guān)系入手,闡述了現(xiàn)代信息技術(shù)給高等教育改革和創(chuàng)新帶來的契機通過構(gòu)建基于現(xiàn)代信息技術(shù)的高等教育理念和發(fā)展趨勢的同構(gòu)模型,探討了以現(xiàn)代信息技術(shù)為依托的高等教育創(chuàng)新并圍繞其核心內(nèi)容,以建構(gòu)主義學(xué)習(xí)理論、創(chuàng)新思維理論和自組織理論為基礎(chǔ),論述了在現(xiàn)代信息網(wǎng)絡(luò)環(huán)境下學(xué)習(xí)能力的培養(yǎng)分析了教育重心的轉(zhuǎn)移過程,預(yù)測了構(gòu)筑終身學(xué)習(xí)體系,創(chuàng)建學(xué)習(xí)型社會的教育發(fā)展趨勢,并給出學(xué)習(xí)型社會的三維模型通過對教育信息資源的需求分析,提出如何利用現(xiàn)代信息技術(shù)使教育資源得以合理配置,最大限度地滿足全社會對教育資源的需求。現(xiàn)代信息技術(shù)要求我們要用開闊的視野、精湛的眼光面對它帶給教育的挑戰(zhàn),使我們得以在新的觀察視野和操作環(huán)境下預(yù)設(shè)和創(chuàng)新高等教育體系,改變傳統(tǒng)的學(xué)校制度,建立適應(yīng)21世紀經(jīng)濟社會發(fā)展需要的全時空的大教育觀,促進高等教育現(xiàn)代化和高等教育信息化。關(guān)鍵詞現(xiàn)代信息技術(shù)高等教育創(chuàng)新理念發(fā)展走向THEREQUIREMENTSFORECONOMICANDSOCIALDEVELOPMENTINTHE21CENTURYANDFORSTIMULATINGTHEMODERNIZATIONANDINFORMATIONIZITIONOFHIGHEREDUCATIONKEYWORDSMODERNINFORMATIONTECHNOLOGYHIGHEREDUCATIONINNOVATIONCONCEPTIONDEVELOPMENTTRENDCLASSIFICATIONTP14

簡介:歐盟在實現(xiàn)了貨幣的一體化之后,繼續(xù)在高等教育領(lǐng)域進行了破冰的嘗試,這就是歐洲高等教育區(qū)EUROPEANHIGHEREDUCATIONAREA,EHEA的建立。歐洲高等教育區(qū)作為高等教育領(lǐng)域一種新興的區(qū)域合作形式,在其內(nèi)部實現(xiàn)了高等教育服務(wù)貿(mào)易一定程度上的自由化,迄今包括48個成員國。歐洲高等教育區(qū)的建立過程博洛尼亞進程中,歐洲學(xué)術(shù)資格框架、歐洲高等教育質(zhì)量保證體系以及學(xué)位和學(xué)時的互認體制逐漸形成,這也是歐洲高等教育區(qū)最關(guān)鍵的三大特征。歐洲高等教育區(qū)的建立在歐洲高等教育領(lǐng)域是一次深刻的變革,同時,它的產(chǎn)生在貿(mào)易方面也對國際高等教育服務(wù)貿(mào)易市場帶了影響。這體現(xiàn)的是區(qū)域合作組織對國際貿(mào)易市場的影響。本論文就是起點于區(qū)域合作組織在當今全球經(jīng)濟中的重要位置,在高等教育服務(wù)貿(mào)易范疇內(nèi)落點于歐洲高等教育區(qū),結(jié)合國際貿(mào)易的專業(yè)知識和現(xiàn)有的研究成果探討其對于國際高等教育服務(wù)貿(mào)易的影響。本論文首先從歐洲高等教育區(qū)自身的設(shè)置情況起步,為影響分析做好鋪墊。其次從這種設(shè)置本身的特點出發(fā)研究歐洲高等教育區(qū)總體特點。然后是關(guān)于歐洲高等教育區(qū)在全球范圍內(nèi)對高等教育服務(wù)貿(mào)易的影響分析。這種影響涉及流向、數(shù)量、結(jié)構(gòu)和高等教育市場未來發(fā)展等廳而,從這幾個角度綜合數(shù)掘、理論分析。同時通過其他國家應(yīng)對這種影響的反映來研究。最后,在談?wù)撚绊懙娜赖A(chǔ)上轉(zhuǎn)向中國的高等教育服務(wù)貿(mào)易市場,期望在開放高等教育服務(wù)貿(mào)易市場、建立新型合作形式以及提高高等教育產(chǎn)品的吸引力方面有所借鑒。
